Dear Mr. M,

Referring to your letter of Dec. 22nd, I am sorry I am not competent to answer some of the questions you have asked. Many of these matters are highly speculative at the present time and only future research will provide the answer.

1) Refraction of gravity waves seems plausible but I know of no current theories to support the idea.

2) No confirmed findings to my knowledge.

3) No confirmed findings to my knowledge.

4) Refer to radio engineering literature.

5) No evidence of rf effects to my knowledge.

Some time ago, I prepared a short non-technical paper (enclosed) on the possibilities of optical-frequency gravitational radiation if its existence can be confirmed. The studies currently being conducted at Stanford Research Institute and Univ. of Calif. (Berkeley) may (conceivable) provide a confirmation resulting from attempts now underway to explain the so-called "petroelectric phenomenon" (Anomalous Electrical Signals in Massive High-K Dielectrics).

You are to be congratulated in your efforts to learn more of the UFO phenomenon. As Einstein is reported to have once remarked "So many people must be seeing something".
